Torrent and Bandwidth Hogs

Why would an ISP offer accounts with 95G of bandwidth per month if they didn't have the network infrastructure to support 3 to 4GBytes of traffic per day?

To say that ISPs would rather the users of torrents go away and that this is detrimental to the other users of the network does not make sense.

Copyright infringement and DRM is another issue and will be pursued.
